It gladdens my heart to specially welcome our distinguished State Visitation Panel led by Prof. Ibrahim
Jawondo, who all came from Ilorin to conduct an evaluation of the College. On behalf of the College
Management and entire College Community, we are delighted to have you in our midst. Once again, you are
welcome to Kwara State College of Education, Oro. I also recognized other panel members: Dr.Ajibola
Abiodun Atoyebi, Alhaja Raodat Omowumi Yusuf, Mallam Umar Abdullah Sanda, Alhaja Rashidat Isiaka,
Dr. S. O. Aboyeji (Secretary), all the management team, committee of Deans and Directors, Heads of
Departments, Union leaders, members of staff and other guests that are here today to witness this historic
visit. I want to inform the Visitation Panel and other guests here today that you are in a ‘better by far’ College
of Education.
While acknowledging the strong support, cooperation and understanding I have received from Ministry of
Tertiary Education, former Council members, College Management, and entire college community, I wish
to appeal for your further support and prayers so as to achieve our mission of moving the College forward.
Distinguished visitation panel, I congratulate you on your appointment as 2023 State Visitation Panel to
Kwara State College of Education, Oro, we pray Almighty God to guide and guard you in the discharge of
the assignment bestowed on all of you. While congratulating you on this well-deserved appointment accorded
to you by His Excellency Executive Governor of Kwara State, Mallam Abdulrahman Abdulrazak, I need to
reiterate His Excellency’s key interests and support for the education sector particularly colleges of education
in the State.
I assume duty as substantive provost of the College on 15th June 2021. In line with my vision, which is to
turn the College into an education hub of discovery, by providing conducive academic environment for the
staff and students, it is always heart-warming for us to receive new visitors as part of our commitment to the
discharge of our mandate. As the culture of the institution, indeed any College that is worth the name is to
provide conducive platforms for the generation and dissemination of knowledge.
Historically, Kwara State College of Education, Oro, initially an Advanced Teachers’ College with
Temporary site in Ilorin before it finally moved to Oro is currently forty-seven years in existence (1976 –
2023) with six Schools, namely: School of Education; School of Early Childhood Care Education and
Primary Education; School of Secondary Education (Arts and Social Science); School of Secondary
Education (Languages); School of Secondary Education (Sciences); and School of Secondary Education
(Vocational Education). The College is housing twenty-eight (28) Departments and programmes along with
nine (9) Directorates and other units/centres. The College has a workforce comprising of academic,
administrative and technical staff total 345. It has a total land size of 198.319 Ha good for academic activities
and agriculture.
The college has been receiving regularly monthly subvention from the government since His Excellency
came on board four and half years ago. Also, His Excellency has supported the Colleges (Oro and Ilorin)
with sum of N70,000,000 each in January 2022 for the accreditation of 12-degree programmes and 2 new
NCE programmes. All the programmes presented were accredited with twelve programmes got full
accreditation status while two programmes got interim status. The management also applauds His Excellency
for implementing Consolidated Tertiary Salary Structure (CONTEDISS) and Consolidated Polytechnics and
Colleges of Education Academic Staff Salary Structure (CONPCASS) for non – academic and academic
staff respectively in these Colleges with effect from 1st of July 2022.
In March 2023, the four Colleges - College of Education, Ilorin; College of Education, Oro; College of
Education (Technical), Lafiagi and College of Arabic and Islamic Legal Studies (CAILS) cried to His
Excellency for intervention to address the financial crisis brewing in the four Colleges. The cries were
responded to by way of approval for the release of thirty million naira (N30,000,000.00) to each of the college
as bailout fund. This gesture is very timely and unprecedented.
Upon receiving of this bail out on 8th March 2023, the management held a crucial meeting with the three
Unions in the College (i.e. COEASU, NASU and SSUCOEN) on 9th March, 2023 and both agreed on a
common position. The management judiciously utilized the bailout to offset 25% February 2023
(N7,362,999.02); 20% November 2022 (N6,840,513.70); 20% December 2022 (N6,766,484.75); Peculiar
Allowance December 2022 (N2,934,222.89); Peculiar Allowance November 2022 (N3,004,533.65): Peculiar
Allowance October 2022 (N3,030,722.91). The aforementioned salary related debt totaled twenty-nine
million, nine hundred and thirty-nine thousand, four hundred and sixty-seven naira and ninety-two kobo only
(N29,939,467.92) were paid. The intervention assisted the Colleges to solve some of their financial
commitments and staff welfare. The timely response has further demonstrated that the present administration
is fully committed to development and progress as well as ensures sustainable growth of the Tertiary
institutions in the State.
Recently, and few days ago His Excellency, Mallam Abdulrahman Abdulrazak further supported the college
with the released of another bail out of total N11,138,734.50 for the payment of outstanding salary. Although
the amount released is insufficient of pay the outstanding debt, the management added the sum of one
million, one hundred and thirty one thousand, two hundred and sixty six naira and sixty kobo only
(N1,131,266.60) to the last bail out from its Internally generated revenue to be able to cleared the salary
outstanding up to October 2023. Hence, as at today, the management did not owe any staff with respect to
salary.
The College Management Committee strongly shares in the dream of His Excellency in transforming the
state’s educational sector, and we promise to channel all our energy towards the development of the College,
students’ growth and general welfare of staff. I wish to assure the visitation panel that my administration
desire is to transform the College into a centre of academic excellence. My mission and vision for this noble
college is to enhance the status and ranking of the College above its contemporaries as focused, efficient,
effective and reliable provider of quality professional teachers in Kwara State and Nigeria in general. I have
confidence that God in His Infinite mercy will provide us the strength, wisdom and resources to accomplish
this lofty ambition.
On coming on board, I met a pitiable situation in which the management is augmenting the government
subvention from the school fees with about eleven million naira (N11,000,000.00) on a monthly basis, this
increase to about N17,088,039.28 in February 2022 due to inflation, annual promotion and annual
incremental, while the monthly subvention is constant despite increase in these variables. This is in addition
to other operating and running costs. This has brought untold hardship in the operations and management of
the college, as it is negatively affecting the welfare of both staff and students and development in the college.
This is because large sum of the fund that ought to have been used for staff welfare and development of the
college has been channelled toward augmentation of staff monthly salary.
The Kwara State College of Education Model Secondary School, Oro faced the reaccreditation of its 19
subjects on 22nd March 2023 and got full accreditation status in all the 19 subjects presented to the regulatory
body. However, there are series of letters from the management through the Ministry of Tertiary Education
requesting for taking over of the schools by the government through SUBEB. The management also wrote
to the Ministry of Education and Human Capital Development on the issue and no positive response till this
period. The management of Early Childhood Development Facility and Staff Primary School is owing her
staff 10months’ salary total N4,443,512.13 (covid -19 is 5 months, Dec, 2022, June – Oct. 2023) while the
management of Kwara State College of Education Model Secondary School, Oro is owing her staff 4 months’
salary total N3,325,774.08. I hereby use this avenue to appeal to the state Government for taking over Kwara
State College of Education Model Secondary School, Oro and Early Childhood Development Facility and
Staff Primary School as it was done for some colleges in the state.
Achievements to date
Glory to Almighty God, within the past twenty-nine months, the management of Kwara State College of
Education, Oro we have collectively been able to achieve the following achievements:
1. Regular payment of salary and other claims: Our college has been paying the salary of workers and
other financial entitlement as at when due. However, the inflation in the economy and subsidy
removal is now big challenge in meeting full payment of salary.
2. Conclusion of 2020, 2021 and 2022 promotion exercise and all the beneficiaries are enjoying the
financial benefits.
3. Comprehensive analysis for production of sachet water
4. Ongoing construction of Water Factory
5. Carrying out minor repairs in the College within the available resources
6. Advertisement, interviewing and appointment of new College Librarian12th Aug., 2021
7. Creation of official emails to all principals’ officers and direction of same to all staff. This is to
encourage all staff to use their official mails for communication and in their research activities in
order to market the college.

College Strengths
a.High Quality Human Resource
The college has well qualified and committed staff as well as dedicated and competent non teaching staff.
The total number of permanent staff is 336 work force as at November 2023, out of which 150 are academic
staff, and 186 are non teaching staff. The college has a total of seventy one (71) casual staff that complements
the work of permanent staff particularly where they are inadequacy of permanent staff. The College has
formidable management team headed by an Educationist, Business Educator and seasoned Professor. The
College is also blessed with Deputy Provost and Registrar who have relevant Ph.D. degrees. The Bursar of
the College is a Chartered Accountant with other relevant qualifications; the Director of Work is a qualified
engineer with COREN. The College Librarian also has relevant qualifications in Library information and
science. There are twenty five (25 Ph.D. holders) from staff of the College.

Integrated Science, ISS, Mathematics, PED – Primary Education, PHE, Physics, Pol. Sci., Psychology &

The Kwara State College of Education Oro has nine directorates to enhance good academic activities and
provide information that guide Planning, Policy formulation, and the overall strategic college management

Directorate of Quality Assurance, Directorate of Consultancy Services, Directorate of Educational Support
Services, Directorate of Management Information System, Directorate of Continuing Education & IJMB,

At the moment the college is only using less than half of these facilities due to low students’ enrolment for
most of its programmes. There are modern lecture rooms, lecture theatres and halls that are conducive and
support learning activities.
e. Expansion of the Degree Progammes
The National Universities Commission has approved the Affiliation of eight degree programmes with
University of Ilorin, this is in addition to the 12 degree programmes already affiliated with Ekiti State
University, Ado-Ekiti. This is a good strength for the College if eventually converted to State University.
The courses are: Guidance and Counselling, Educational Management, Business Education with Option in
Accounting, marketing and secretarial, Human Kinetic, Islamic Studies, Christian Religious Studies; and
Yoruba.
f. Laboratories
The laboratories in the college are: Chemistry laboratory; Biology laboratory; Physics laboratory; Agric
laboratory; and Integrated Science laboratory. All the laboratories are of adequate and standard size all well
equipped with relevant and modern equipments.

The College library has five(5) online subscribed data based i.e. Igpublishing e-books, Jgatelibrary ejournals, Elsevier science direct, research 4life and Ebschost. It also has online open access for the following
sites: Eric, Doaj and Jstor. There are also two subscribed offline material on Koha, e-Granary with over
40,766 materials. These are even more than what can be found in some University Library. The wifi facility
further assist in accessibilities of the online access for 24 hours during the closing hours by both staff and
students. The collage has a seating capacity of 400 students. The College Digital Laboratory and
Econometrics Laboratory have been fully renovated with the current applications.

The population will be a good take off if the school is eventually converted to state University.
i. Land Area
The Kwara State College of Education Oro has a total land Area of 198.319 Ha. The land is good for
academic activities, entrepreneurial activities and agriculture given the topography of the land.
College Financial Situation
I need to inform the visitation panel that the College has not been receiving full subvention and financial
situation in the college has been dwindling arising from low inflow in the revenue arising from students’ low
enrolment particularly for the NCE programme. I also notified the members at the Council meeting held on
23rd February 2022 that there was monthly reduction of three million from College subvention in January,
2022. This continues up to July 2022, totalled N21,000,000:00. This has negatively affected the college
development and made it difficult for the management to meet up with most of its internal and external
operating expenses. Arising from this development, the management was only able to pay 69% of staff salary
in July and August 2022. Hence, the outstanding salary payment of N11,813,648.22 and N11,932,857.00 for
July and August 2022 respectively was later cleared by the management with exception of PAYE component.
As at today, the management has cleared all the outstanding salary arrears with the exception of PAYE total
N81,228,486.68. This was possible with the support from His Excellency, Mallam Abdulrahman
Abdulrazak, with the released of another bail out on 11th November, 2023 total N11,138,734.50 which the
management further augmented with additional fund of one million, one hundred and thirty one thousand,
two hundred and sixty six naira and sixty kobo only (N1,131,266.60) to be able to cleared the salary
outstanding up to October 2023. The average monthly expenditure apart from salary ranges between
N14,000,000.00 and N17,000,000.00. Part of these allowances covers management responsibilities
allowances, Deans and Directors allowance, maintenance, travelling allowances, committee allowances,
electricity bills, fuelling of generators, seminars, conferences support among others.
However, with the approval of implementation of Consolidated Tertiary Salary Structure (CONTEDISS) and
Consolidated Polytechnics and Colleges of Education Academic Staff Salary Structure (CONPCASS) by His
Excellency along with consequential adjustment. The College monthly subvention from the State
government has increased from N31,900,304.08 to N41,760,802.53. His Excellency has taken care of all the
consequential increase and journal allowance arising from the minimum wage recently approved. Hence, I
have challenged all the college staff both academic and non-academic to reciprocate the government gesture
and support for the College by ensuring that there is enhanced productivity, increase service delivery and
give peace to reign in the College.
Peculiar Earned Academic Allowance (PEAA) and Peculiar Earned Allowance
A five-man team led by former Hon. Commissioner Dr. Afeez Abolore visited Abuja last year on the payment
of PEAA fact finding mission. It was resolved that the each college should pay the money from the internally
generated revenue. The college has paid a total of N37,143,818.75 from Oct 2022 to Oct 2023 with average
monthly payment of N3,030,722.91.
Upward Review of Casual Staff stipend
The casual staff stipend has been reviewed upward in line with council decision at its last meeting of 16th
September, 2022 from N11,000.00 to N15,000.00for non-security casual staff while that of security casual
staff increased from N12,000.00 to N17,000.00 per month with effect from 1st October, 2022. The average
monthly casual stipend was increase from N787,000 to N1,136,000 as seen in tables below

Weaknesses
College of Education remains a very important sector in Nigeria’s quest to build a great future and therefore
the College Management with the State Government is requested to play a very critical role in ensuring that
students get to learn in a very conducive environment. In bid to attain our transformation quest, we request
the assistance of the state government towards the following weaknesses and challenges facing the College.
1. The first weakness of the college is the low enrolment of students particularly on the NCE
programme. Hence the strong need for immediate conversion of Kwara State College of Education
Oro to Kwara State University of Education, Science and Technology Oro to address dwindling
enrolment and reduce dependency on the State Government as released in the Report of the Physical
Head Count Conducted at Kwara State College of Education Oro dated 18th July 2023 sent to His
Excellency and copy Ministry of Tertiary Education via memo HS/S/253/VOL.I/210.
2. The college is having challenge of non release of fund for the NUC accreditation of eight new degree
affiliated programmes total N127,580,000.00. The programmes ought to be due for NUC resource
verification in October 2023. The college management has written letters to His Excellency and still
expecting financial intervention in order to enable the College fulfilled its financial obligation to NUC
and make provision for relevant requirement for resource visit. The courses are: Guidance and
Counselling, Educational Management; Business Education with Option in Accounting, marketing
and secretarial; Human Kinetic; Islamic Studies; Christian Religious Studies; Yoruba and Health
Education. Institutions can only grow if they mount more programmes.
3. The need for replacement of staff in critical area; A total of forty-one (41) staff has left the college
service due to retirement and death from January 2021 to September 2023. The current statistics of
staff in the various departments is far below the minimum standard set by National Commission for
Colleges of Education (NCCE) and NUC. There is need to replace these staff for effective academic
and quality service delivery in this academic session that commence in November 2023.
4. Increase in government subvention to the college because of high operational cost in running the
college due to current inflation and fuel subsidy removal in the country.
5. Tax relief by the government pending the implementation of new minimum wage in order to relief
the staff from the fuel subsidy removal,
6. Bail out to offset the PAYE due to Kwara State Internal Revenue Service (KWIRS) from August,
2022 to September 2023 amount to N75,560,767.80.
7. The college belong to the state government, however, there is no single vehicle from the State
government for the principal officers, not even the Provost. This is not the situation in other sister
colleges in other states.
8. Implementation of 100% Consolidated Tertiary Salary Structure (CONTEDISS) and Consolidated
Polytechnics and Colleges of Education Academic Staff Salary Structure (CONPCASS) for non –
academic and academic staff respectively to further cushion the effect of fuel subsidy removal.
9. The college is excluded from distribution of Bus and financial palliative from the state government
since withdrawal of fuel subsidy. I hereby plead for consideration of Kwara State College of
Education Oro Staff in the distribution of Bus as it was extended to some institutions in the state.
10. Construction of College Perimeter fence to protect both human and physical assets of the college.
11. Rehabilitation of College access roads (1.2 km length by 10m width from gate 1 to gate 2);
12. Renovation of Dilapidated Multi-Purpose Hall (MPH), the only state-built hall in the college.
13. Inability to fund the demonstration schools. I hereby appeal to State Government to take over Kwara
State College of Education Model Secondary School, Oro and Early Childhood Development Facility
and Staff Primary School COED Oro.
14. Inadequate Students’ Hostel.
15. Land encroachment of the land
16. Laboratories Equipment / Facilities Support for Additional Degree Programmes, and
17. Erosion control and land scaping.
The above weaknesses and challenges are serious constraints affecting the College and its marketability.
This therefore calls for its transformation and rebranding to Kwara State University of Education, Science
and Technology Oro.
Conclusion
Distinguished Visitation Panel members, it is my strong hope that at the end of your assignment, it will be a
win-win situation for the College and State Government. The College community strongly hope that at the
end of the exercise, your visit will mark a huge turn around for our dear college and your panel will
favourably consider and recommend to His Excellency the management request of converting our college to
Kwara State University of Education, Science and Technology Oro.
You are once again welcome to our institution and I wish you happy stay throughout your official assignment
